Introduction
If your business unit is covered under DPCC Orange and Green Category, then here is the fee structure for you to know about. The fee structure contains fees for Consent to Establish and fee for Consent to Operate.
Consent To Establish (CTE)– As per the Water Act,1974 and Air Act,1981, it is compulsory to obtain CTE from the designated State Pollution Control Board (SPCB) before commencement or establishment of any industry, plant or business operation.
Consent To Operate (CTO) – As per the Water Act, 1974 and Air Act, 1981, it is mandatory to obtain CTO from the designated State Pollution Control Board (SPCB) after the industry, plant or process has established according to the mandatory pollution control system.
Under DPCC i.e. the Delhi pollution Control Board, there are four different categories. These are:
- RED CATEGORY – DPCC Red Category is for industrial sectors having Pollution Index score of 60 and above.
- ORANGE CATEGORY – DPCC Orange Category is for those industrial sectors having pollution Index score of 41 to 59.
- GREEN CATEGORY – DPCC Green Category is for industrial sectors having Pollution Index Score of 21 to 40.
- WHITE CATEGORY – DPCC White Category is for industrial sectors having Pollution Index Score including and upto 20.
Now, let us learn about the new fee structure of DPCC Orange and Green Category which varies differently upon the capital invested on Land, Building, Plant & Machinery. The below mentioned new structure of DPCC fee has come into action from the day of board meeting conducted dated 09.12.2009.

The Fee for Consent to establish under Green category – minimum 1 year or as request by the unit/ project proponent.
The Fee for Consent to Operate (CTO) /Renewal under Green category – to be paid for 10 years only.
The Fee for Consent to establish under Orange Category – minimum 1 year or as request by the unit/ project.
The Fee for Consent to Operate (CTO)/Renewal under Orange Category – to be paid for 5 years only.

Fee for Consent to Establish under Orange Category: minimum period of 1 year or as request by the unit/project proponent.
Fee for Consent to Operate/Renewal under Orange Category is to be paid – for 5 years only.
(C) Structure of application fee for “Consent to Establish”, “Consent to operate”, and Authorization for Bio-Medical waste management under BMW Rules for Health Care Establishments.
