Delhi Pollution Control Committee DPCC License

DPCC Stands for Delhi Pollution Control Committee. It was established in 1991 by the Government of Delhi under the supervision of Central Pollution Control Board (CPCB) and National Green Tribunal to control Pollution in Capital. The Central Pollution Control Board has delegated all its powers and function to Delhi Pollution Control Committee (DPCC).

Setting up manufacturing unit, health center, hospital, mall, service center, restaurant, hotel, guest house etc in Delhi required licenses and consent from various government department like GST Registration, Company registration, Factory License, Air Pollution and Water Pollution Clearance, Labour Law License etc. Air Pollution and Water Pollution clearance is one of them. DPCC Delhi Pollution Control Committee provide consent for air, water and noise pollution.  

Air, Water and Noise Pollution undertaking or consent issued in four different categories, white category, green category, orange category and red category. 

White Category was introduced in 2016 and considered as least air and water polluted category and covered 206 units. Assembling, garment cutting and stitching, metal fabrication, light engineering works etc units covered under this category. White category units need to apply for undertaking and this is considered as Consent to establishment and Consent to operate. 

Green Category covered those units which has pollution index between 21 to 40 and covered 122 units. Bakery, paper product, corrugation boxes, injection moulding etc units covered this category. Units of this category first apply for consent to establishment  followed by consent to operate. Validity period of Consent to establishment (CTE) and Consent to Operate (CTO) is one year and ten years respectively. Applicant can apply less then 10 years for Consent to operate.    

Orange Category covered units which has pollution index between 41 to 59 and covered 252 units. Printing, chemicals, utensils, washing and dying etc units covered under this category. Units of this category first apply for consent to establishment and then consent to operate. Validity period for consent to establishment (CTE) and Consent to Operate is 1 year and 5 years respectively. Applicant can apply for less than 5 years for consent to operate (CTO)

What is Hazardous Waste Rules?

Hazardous waste means any waste which causes danger to health or environment, whether alone or when in contact with other waste.

What are the objective of hazardous waste management rules of DPCC?

The key objectives of these rules are to minimize the hazardous waste in terms of quantity, to dispose off as close to the source and reduce the trans boundary movement.

What are the common pre-requisites to obtain authorisation for storage under HWM rules?
  • Display of updated data outside the main factory gate in two boards of size 6 feet x 4 feet both in English and in Hindi (the local language).
  • Storage facility should have appropriate containment system.
  • The container/enclosure holding hazardous waste should be marked ‘Hazardous Waste’ in red colour in English/in Hindi and should bear the prescribed label.
  • The occupier must take precautions to prevent any accidental ignition or reaction of ignitable or reactive waste.
  • The containment system should be leak proof and able to drain / remove liquids.
  • Units that store hazardous waste should do so in such a manner that it does not in any way contaminate the environment or the ground water due to air/rain/seepage/leakage etc.

‘e-waste’ means electrical and electronic equipment, whole or in part discarded
as waste by the consumer or bulk consumer as well as rejects from
manufacturing, refurbishment and repair processes.

What are the rules to manage plastic waste?
  1. Plastic waste, which can be recycled, shall be channelized to registered plastic waste recycler and recycling of plastic shall conform to the Indian Standard: IS 14534:1998 titled as Guidelines for Recycling of Plastics, as amended from time to time.
  2. Local bodies shall encourage the use of plastic waste (preferably the plastic waste which cannot be further recycled) for road construction as per Indian Road Congress guidelines or energy recovery or waste to oil etc. The standards and pollution control norms specified by the prescribed authority for these technologies shall be complied with.
  3. Thermo set plastic waste shall be processed and disposed off as per the guidelines issued from time to time by the Central Pollution Control Board.
  4. The inert from recycling or processing facilities of plastic waste shall be disposed of in compliance with the Solid Waste Management Rules, 2000 or as amended from time to time.
What are Bio-medical Waste?

Bio-medical waste means any waste which  is generated during the diagnosis, treatment or immunisation of human beings or animals, or in research activities pertaining thereto, or in the production or testing of biologicals and including categories mentioned in Schedule-I of the Bio Medical Waste (Management and Handling)Rules 1998

How red category defined?

All hazardous and noxious industries which are heavily polluting come under Red category industries. Industries that come under the Red category are not permitted to operate in Delhi jurisdiction. Some of the red category industries are industries dealing with fuel oils, carbon blacks, mechanical stone crushing, explosives and ammunition, automobiles, mining,  inorganic chemical industries, metallurgical industries, etc.
